Before you borrow, check that the app appears in the Reserve Bank of India’s directory of digital lending apps, note which lender it names, and compare offers by the APR in the Key Fact Statement, not by the advertised rate.

What is a small loan app, and who actually lends to you?

A small loan app is a digital lending app (DLA). It collects your details, shows you an offer and handles the paperwork, but the money must come from a regulated entity such as a bank or an NBFC. Many apps are run by a separate company, called a lending service provider, which works for one or more lenders.

The Reserve Bank of India’s Digital Lending Directions, 2025 set rules that protect you whichever app you use:

The loan must be paid into your own bank account, and repayments must go straight to the lender’s account, not through a pool account of the app.

You get a Key Fact Statement (KFS) for the loan, and the APR it shows covers the lender’s charges.

You get a cooling-off period of at least one day to exit by repaying the principal and the proportionate APR, without a penalty. The lender may keep a one-time processing fee if it was disclosed in the KFS.

Your credit limit cannot be raised automatically. You must ask for it, and the request must be recorded.

The app must not access your files and media, contact list or call logs. It can access the camera, microphone or location only once, with consent, for onboarding or KYC.

The lender, the app and the KFS must show the contact details of a grievance redressal officer.

How do you check if a small loan app is listed with the RBI?

Go to the Reserve Bank of India’s website and open the link “DLA’s deployed by Regulated Entities”. The directory lists each app with the bank or NBFC that reported it, the owner of the app, where it is available and the grievance officer’s details.

Treat the list as a first check, not a seal of approval. The RBI’s press release on the directory says it is built from data that lenders submit, shared without further validation by the RBI, and the Directions add that inclusion is not an endorsement. BillCut’s guide on how to check the RBI list of legal loan apps walks through the steps.

Small loan apps in India: what the RBI directory shows

The table below covers nine widely searched app names. The order is alphabetical and is not a ranking, and inclusion is not a recommendation. Column two shows the regulated entity named in the RBI directory when we checked it on 24 October 2026. Column three shows only the product type stated on the app’s own website. We have not compared rates, fees, limits or service.

App

Regulated entity named in the RBI directory

Product type stated on the app’s website

CASHe

Bhanix Finance and Investment Ltd, and other NBFCs including Northern Arc Capital Limited

Personal loan; buy now pay later

Dhani

Dhani Loans and Services Limited

Short-term loan

Fibe

Several NBFCs, including EarlySalary Services Private Limited and HDB Financial Services Limited

Personal loan

FlexSalary

Vivifi India Finance (P) Ltd

Personal loan

KreditBee

Several NBFCs, including Krazybee Services Limited and Aditya Birla Capital Limited

Personal loan; a flexi personal loan described as a credit line

MoneyTap

Several NBFCs, including Tapstart Capital Private Limited and InCred Financial Services Limited

The MoneyTap website redirects to Freo, which describes a credit line and personal loans

mPokket

mPokket Financial Services Private Limited

Personal loan

Navi

Navi Finserv Limited; the directory also lists Navi Finserv under several other lenders

Cash loan (a personal loan)

PaySense

PayU Finance India Private Limited and Kisetsu Saison Finance (India) Private Limited

Personal loan; credit line

Two other names often seen in app lists are not separate app entries in the directory. Krazybee Services Limited appears as an NBFC linked to KreditBee. EarlySalary Services Private Limited appears as an NBFC, and Fibe’s website describes Fibe as formerly EarlySalary.

When one app lists several lenders, the lender for your loan is the one named in your sanction letter and KFS. Check that name against the directory before you accept.

How do you compare small loan offers using APR?

A low interest rate can hide a high cost when a fee is deducted upfront, because you pay interest on money you never receive. The KFS shows the APR, which the RBI’s KFS circular says must include all charges levied by the lender. Lenders must give it before you sign, and cannot add charges missing from it without your explicit consent.

The figures below are illustrative only and do not reflect any app’s pricing. Each offer is Rs 10,000 repaid in three monthly EMIs.

Illustrative offer

Amount you receive

Monthly EMI

Total cost of borrowing

Approximate APR

A: 24% a year interest, no fee

Rs 10,000

Rs 3,468

Rs 403

24%

B: 18% a year interest, Rs 600 fee deducted

Rs 9,400

Rs 3,434

Rs 901

57%

C: 0% interest, Rs 1,000 fee deducted

Rs 9,000

Rs 3,333

Rs 1,000

66%

Offer C looks free, and offer B looks cheaper than A, yet both cost far more once the fee is counted. On short, small loans, a flat fee pushes the APR up sharply, so compare the APR line in each KFS rather than the headline rate.

What should you check before you download a loan app?

Check

Where to look

Warning sign

App and lender are in the RBI directory

RBI website, “DLA’s deployed by Regulated Entities”

App or lender not listed

Lender is named before you accept

Offer screen, sanction letter, KFS

No bank or NBFC named

APR and all charges

KFS

No KFS, or fees mentioned only after disbursal

Permissions asked

Phone settings at install

Requests for contacts, photos or call logs

Grievance officer details

App, lender website, KFS

No name, email or phone number

Cooling-off exit

KFS and loan terms

No option to exit early

BillCut also explains which loan app permissions you can refuse.

What are the red flags of an illegal loan app?

It is not in the RBI directory and cannot name a regulated lender.

It asks for an upfront fee before disbursal, or pays the loan into an account that is not yours.

It asks for access to your contacts or gallery, or threatens to message people you know.

It asks you to repay to a personal UPI ID or a third party.

You can see lists of registered entities and file a complaint on the RBI’s Sachet portal. If you have been defrauded or harassed, call 1930 or report it on the National Cyber Crime Reporting Portal. See BillCut’s guide to identifying fake loan apps for more signs.

Can small loan apps lead to a debt trap?

They can. Each loan is small, so it feels easy to take another, and the fees and short tenures add up. The risk grows when you take a new loan from one app to repay another, because you pay a fresh fee each time while the original debt does not shrink. BillCut covers this pattern in how instant loans become a debt trap.

If several small loans and card dues now take a large share of your income, one structured EMI over a longer tenure may cost less each month, though it can cost more in total if the tenure is much longer. Check your options with BillCut.

What should you do before taking a small loan?

Confirm the app and the lender in the RBI directory.

Read the KFS and compare offers by APR and total repayment.

Refuse permissions the app does not need.

Keep the amount to what you can usually repay from your next income, not from another loan.

If you change your mind, use the cooling-off period and keep proof of repayment.

If a complaint is not resolved in 30 days, escalate to the RBI Ombudsman through the RBI’s complaint system.

How BillCut can help

BillCut is a balance transfer and debt reduction platform. It works with lending partners to help eligible borrowers move high interest dues, such as credit card balances and personal loan EMIs, into one structured EMI. BillCut earns from helping borrowers refinance, so it has an interest in this option. Approval and terms depend on the partner lender, and a switch only makes sense if the total cost after fees is lower.

Frequently asked questions

Which loan apps are RBI approved?

The RBI does not approve individual loan apps.
