You still complain to your bank or NBFC first and wait 30 days, and you must reach the Ombudsman within 90 days after that. Compensation goes up to Rs 30 lakh for consequential loss, and filing is free.

What is the RBI Ombudsman Scheme 2026 ₹

The Reserve Bank of India issued the Reserve Bank Integrated Ombudsman Scheme, 2026 (RB-IOS 2026) on 16 January 2026 and brought it into force on 1 July 2026, according to its press release on the new scheme. It is a free route for when your lender does not fix a deficiency in service.

What changed from the 2021 scheme?

The 2021 scheme, launched on 12 November 2021, merged three older ombudsman schemes for banks, NBFCs and digital transactions into one, and made the system jurisdiction neutral under a “One Nation One Ombudsman” approach, as the RBI’s 2021 launch press release explains. The October 2025 draft scheme had proposed one year, but the final rules settled on 90 days.

Which banks and NBFCs does the 2026 scheme cover?

The RBI’s FAQs on RB-IOS 2026 list these entities:

Commercial banks, regional rural banks, state and central co-operative banks, and scheduled urban co-operative banks.

Non-scheduled urban co-operative banks with deposits of Rs 50 crore or more.

NBFCs registered with the RBI. Those that accept deposits or have a customer interface are covered if their assets are Rs 100 crore or more.

Non-bank prepaid payment instrument issuers and credit information companies.

Some categories, such as housing finance companies, core investment companies and primary dealers, are excluded. A loan app is usually covered only through the regulated lender behind it.

What can you complain about, and what is excluded?

You can complain about any deficiency in service, meaning a shortcoming in a service the entity should provide. Examples may include wrong charges, a closed loan not updated in your credit report, or a card not closed after full payment.

Some matters are outside the scheme. These include matters of a lender’s commercial judgment, grievances already before a court, tribunal or arbitrator, complaints not first made to the lender, and employee disputes. Threats or abuse by recovery agents may also need a police complaint. BillCut’s guide on how to file a complaint against loan harassment covers those routes.

How long do you have to complain under the RBI Ombudsman Scheme 2026 ₹

You must first complain to the bank or NBFC. If it does not reply within 30 days, or a longer period set by RBI, NPCI or card network rules, you can go to the Ombudsman. An unsatisfactory earlier reply lets you go straight away.

Here is an illustrative timeline. If high interest dues are the bigger problem, one structured EMI may cost less, though a new loan has its own fees and checks. Check your options with BillCut.

How much compensation can the Ombudsman award?

There is no limit on the amount in dispute itself. On top of that, the Ombudsman can award up to Rs 30 lakh for consequential loss and up to Rs 3 lakh for loss of time, expenses, harassment and mental anguish. These are maximums, not standard payouts.

If you disagree with an award, you can appeal within 30 days of receiving it, with up to 30 more days allowed for sufficient reason.

What should you do if your bank or NBFC ignores your complaint?

Write to the lender and keep the complaint number and date.

Escalate inside the lender if needed. It works with lending partners to help eligible borrowers move high interest dues, such as credit card balances and personal loan EMIs, into one structured EMI. BillCut earns from helping borrowers refinance, so it has an interest in this option. Approval and terms depend on the partner lender, and it only helps if the total cost after fees is lower.

Frequently asked questions

When did the RBI Ombudsman Scheme 2026 come into force?

It came into force on 1 July 2026 and replaced the 2021 scheme.

What happens to complaints filed before 1 July 2026 ₹

They continue under the 2021 scheme, as do appeals and awards made under it.

What is the time limit to file with the RBI Ombudsman?

Within 90 days from the end of the lender’s reply period or its last communication, whichever is later.

How long must I wait after complaining to my bank?

Usually 30 days, unless you get an unsatisfactory reply sooner, in which case you can file straight away.

Is there a fee to file an RBI Ombudsman complaint?

No. Filing and resolving complaints under the 2026 scheme is free.

What is the maximum compensation under the 2026 scheme?

Up to Rs 30 lakh for consequential loss and up to Rs 3 lakh for loss of time, expenses and harassment, plus the disputed amount.

Can I complain about a loan app to the RBI Ombudsman?

Usually only if the loan comes from a bank or NBFC covered by the scheme.

This article is for general information only and is not financial or legal advice.
