Unlike a credit card, its limit, credit period and interest rate are left largely to your bank’s own policy, so the fine print matters more.

This guide looks at the rules behind the product: who can offer it, what the Reserve Bank of India requires, and where the safeguards differ from a credit card. If you want the basics of how it works day to day, start with BillCut’s guide to credit line on UPI in India.

How did the pre-sanctioned credit line on UPI come about?

UPI started as a way to move money between bank accounts. Over time, other funding sources were added, and credit lines were the next step.

Date

What happened

6 April 2023

The Reserve Bank of India proposed expanding UPI to allow transfers to and from pre-sanctioned credit lines at banks

4 September 2023

RBI issued the circular that put this into effect for scheduled commercial banks

6 December 2024

RBI proposed letting small finance banks offer credit lines through UPI as well

12 February 2025

The circular, as updated on this date, no longer excludes small finance banks

The first proposal appears in the Reserve Bank of India’s Statement on Developmental and Regulatory Policies of April 2023. The extension to small finance banks was announced in the December 2024 statement. BillCut has covered what that change means in small finance banks joining credit on UPI.

What does the RBI circular actually allow?

The RBI circular on pre-sanctioned credit lines through UPI is short. It notes that savings accounts, overdraft accounts, prepaid wallets and credit cards could already be linked to UPI, and adds credit lines as another funding account. Its main points are:

The credit line must be issued by a scheduled commercial bank. Payments banks and regional rural banks are excluded.

It applies to credit lines issued to individuals.

The individual customer must give prior consent before the credit line is used on UPI.

Banks may set the terms of use, such as the credit limit, credit period and interest rate, under their board approved policy.

That last point is the one that matters most to you. The circular does not fix an interest-free period, a minimum repayment or a rate cap. Each bank decides these, so two credit lines on UPI can work very differently.

How is a pre-sanctioned credit line different from a credit card?

Both let you pay on credit through UPI. The bigger difference is in the rulebook. Credit cards have their own detailed Master Direction, while credit lines on UPI rely mostly on the bank’s terms.

Point

Credit card

Pre-sanctioned credit line on UPI

Main RBI rules

Credit card Master Direction

Short UPI circular, plus your bank’s board approved policy

Interest-free period

Usually offered, but suspended if part of the previous bill is unpaid

Set by the bank, so it may or may not exist

Interest charged on

Only the outstanding amount after payments and reversals

As set out in your sanction terms

Late charges and past due reporting

Only after the account is past due for more than three days

As per loan terms and general lending rules

Minimum due warning on statements

Required

Not specified in the circular

Limit increase

No unilateral increase without consent

For digital loans, no automatic increase without your explicit request

The card side of this table comes from the Reserve Bank of India’s credit card Master Direction. The limit point for credit lines comes from the RBI Digital Lending Directions, 2025, which say there should be no automatic increase in a credit limit unless you explicitly ask for it. The same directions require lending done through digital lending apps to be reported to credit bureaus. For a practical side-by-side on which to use, see credit on UPI vs cards.

What can an interest-free period be worth? An example

The figures below are illustrative only and are not any bank’s actual rates. Say you spend Rs 10,000 through UPI and repay it in full after 30 days.

On a credit card where you paid last month’s bill in full, the spend usually falls within the interest-free period, so interest is Rs 0.

On a credit line that charges interest from the day you draw, at an illustrative 15% a year, 30 days of interest is about Rs 123.

Rs 123 is small on its own. But if the same pattern repeats every month, or the balance is rolled over, the cost builds up. If you are already carrying high interest card dues or several EMIs, it may be worth comparing whether one structured EMI would cost less in total. Check your options with BillCut.

A credit line can also be cheaper than a card in some cases, for example if its rate is lower than the card’s interest rate on a balance you cannot clear quickly. The only way to know is to read the sanction terms.

What should you check before linking a credit line to UPI?

Confirm the credit line is from a bank, not just shown inside an app. The UPI framework covers credit lines issued by banks.

Read the sanction letter for the interest rate, credit period and whether any interest-free period applies.

Find out how interest is calculated: from the day you draw, or only after a due date.

Check fees for processing, renewal and late payment, and how repayment is collected.

Make sure you gave consent to link the line, and that no limit increase happens without your request.

Keep track of your usage so the credit line does not quietly become a long-running loan. RuPay cards are another UPI credit option, covered in RuPay credit cards on UPI.

How BillCut can help

BillCut is a balance transfer and debt reduction platform. It works with lending partners to help eligible borrowers move high interest dues, such as credit card balances and personal loan EMIs, into one structured EMI. BillCut earns from helping borrowers refinance, so it has an interest in this option. Approval and terms depend on the partner lender, and a switch only makes sense if the total cost after fees is lower.

Frequently asked questions

What is a pre-sanctioned credit line on UPI?

It is a loan limit your bank approves in advance that you can spend through UPI apps using your UPI PIN.
