The Reserve Bank of India’s RBI Ombudsman Scheme 2026 replaced the 2021 scheme on 1 July 2026. You still complain to your bank or NBFC first and wait 30 days, and you must reach the Ombudsman within 90 days after that. Compensation goes up to Rs 30 lakh for consequential loss, and filing is free.
What is the RBI Ombudsman Scheme 2026 ₹
The Reserve Bank of India issued the Reserve Bank Integrated Ombudsman Scheme, 2026 (RB-IOS 2026) on 16 January 2026 and brought it into force on 1 July 2026, according to its press release on the new scheme. It is a free route for when your lender does not fix a deficiency in service.
What changed from the 2021 scheme?
The 2021 scheme, launched on 12 November 2021, merged three older ombudsman schemes for banks, NBFCs and digital transactions into one, and made the system jurisdiction neutral under a “One Nation One Ombudsman” approach, as the RBI’s 2021 launch press release explains. Under the 2026 scheme you still do not need to pick a specific Ombudsman office.
| Point | RB-IOS 2021 at launch | RB-IOS 2026 |
|---|---|---|
| In force from | 12 November 2021 | 1 July 2026 |
| Need to choose a regional office | No, jurisdiction neutral | No, complaints are allocated internally |
| Contact centre 14448 | 9:30 am to 5:15 pm, Hindi, English and eight regional languages | IVRS 24×7, staff 8 am to 10 pm Monday to Saturday, Hindi, English and ten regional languages |
| Cost to you | Free | Free |
The new scheme gives you 90 days from the end of the waiting period or the lender’s last reply, whichever is later. This window is the detail most likely to catch people out. The October 2025 draft scheme had proposed one year, but the final rules settled on 90 days.
Which banks and NBFCs does the 2026 scheme cover?
The RBI’s FAQs on RB-IOS 2026 list these entities:
- Commercial banks, regional rural banks, state and central co-operative banks, and scheduled urban co-operative banks.
- Non-scheduled urban co-operative banks with deposits of Rs 50 crore or more.
- NBFCs registered with the RBI. Those that accept deposits or have a customer interface are covered if their assets are Rs 100 crore or more.
- Non-bank prepaid payment instrument issuers and credit information companies.
Some categories, such as housing finance companies, core investment companies and primary dealers, are excluded. A loan app is usually covered only through the regulated lender behind it.
What can you complain about, and what is excluded?
You can complain about any deficiency in service, meaning a shortcoming in a service the entity should provide. Examples may include wrong charges, a closed loan not updated in your credit report, or a card not closed after full payment.
Some matters are outside the scheme. These include matters of a lender’s commercial judgment, grievances already before a court, tribunal or arbitrator, complaints not first made to the lender, and employee disputes. Threats or abuse by recovery agents may also need a police complaint. BillCut’s guide on how to file a complaint against loan harassment covers those routes.
How long do you have to complain under the RBI Ombudsman Scheme 2026 ₹
You must first complain to the bank or NBFC. If it does not reply within 30 days, or a longer period set by RBI, NPCI or card network rules, you can go to the Ombudsman. An unsatisfactory earlier reply lets you go straight away.
Here is an illustrative timeline. Day counting is simplified, so file well before any last date.
| Illustrative situation | Earliest you can file | File by |
|---|---|---|
| You complain on 5 August 2026 and get no reply | 4 September 2026 | 3 December 2026 |
| You complain on 5 August, an unhelpful reply comes on 20 August | 20 August 2026 | 3 December 2026 |
| You complain on 5 August, a final reply comes on 15 September | 15 September 2026 | 14 December 2026 |
Many disputes start with a charge you did not expect, so it helps to know the hidden loan charges borrowers often miss before you write in.
A complaint can fix a wrong charge, but it does not lower the interest you already owe. If high interest dues are the bigger problem, one structured EMI may cost less, though a new loan has its own fees and checks. Check your options with BillCut.
How much compensation can the Ombudsman award?
There is no limit on the amount in dispute itself. On top of that, the Ombudsman can award up to Rs 30 lakh for consequential loss and up to Rs 3 lakh for loss of time, expenses, harassment and mental anguish. These are maximums, not standard payouts.
If you disagree with an award, you can appeal within 30 days of receiving it, with up to 30 more days allowed for sufficient reason.
What should you do if your bank or NBFC ignores your complaint?
- Write to the lender and keep the complaint number and date.
- Escalate inside the lender if needed. Scheduled commercial banks, other than regional rural banks, with 10 or more banking outlets must also have an Internal Ombudsman, according to the RBI’s overview of its complaint system.
- File on the RBI’s Complaints Management System at cms.rbi.org.in within 90 days. Call 14448 for help, though you cannot file a complaint over the phone.

How BillCut can help
BillCut is a balance transfer and debt reduction platform. It works with lending partners to help eligible borrowers move high interest dues, such as credit card balances and personal loan EMIs, into one structured EMI. BillCut earns from helping borrowers refinance, so it has an interest in this option. Approval and terms depend on the partner lender, and it only helps if the total cost after fees is lower.
